Agency History

Range Transitional Housing Inc. (RTH) operations began when the Virginia Housing and Redevelopment Authority (HRA) allowed a single case manager to have a small office space in their Virginia office back in 1992. In that first year, with funds from the Northeastern Minnesota Initiative Fund and contributions from the HRA, RTH began its Transitional Housing Program capable of serving four clients at a time in Pine Mill Court.

In the following years, RTH continued to grow with the addition of new funds from the St. Louis County Community Development Block Grant, St. Louis County Emergency Shelter Grant, and the St. Louis County Homeless Grant. By 1996, RTH had expanded to Hibbing with the opening of an additional office that offered a Transitional Housing Program. The addition of the Hibbing office and program was just the beginning of RTH’s pursuit to serve homeless families and individuals in Northern St. Louis County. The following is a count of how many people RTH served each year along with programs added:

1998- 150 people (RTH began operating the WINGS program in Virginia)
1999- 1,113 people (RTH Furniture Program is expanded)
2000- 1,235 people (RTH added the Permanent Housing Program)
2001- 1,329 people
2002- 1,816 people
2003- 1,778 people
2004- 1,810 people
2005- 1,508 people
2006- 1,279 people (RTH lost the WINGS program)
2007- 1,545 people (RTH added the Chronic program)
